Another 409 error on shinyapps.io: cannot restart, update, or archive a Shiny app

I would like to report another instance of Cannot update, restart, delete or archive a shiny app (HTTP 409 error). When I try to try to update or restart https://wlandau.shinyapps.io/targets-shiny/ (app ID 3661616) I get the following error.

Unable to dispatch task for application=3661616, there are 1 tasks in progress

Possibly related: Error HTTP 409 when deploying, RStudio Cloud 409 error.
