When attempting to debug, RStudio cannot find my package.

I am a newbie and am placing my programs into my first package. I received an error message and have duplicated it as follows:

Using Rstudio I creat a new project, of type Package, called test1. I put nothing in it. Rstudio a hello.R file in it. I then go to the hello.R file, and set a breakpoint by clicking to the left of one of the lines. RStudio then gives me the error message.
Error in loadNamespace(name) : there is no package called ‘test1’
What is going on? I can build both source and binary files without any errors.

I've searched in this forum for there is no package errors, and all of the discussion relates to people not installing the appropriate package. But that is not my problem here.
