Unable to Start RStudio on RDS Session Host with error "Cannot Connect to R"

Hello

I tried to install R 4.0.3 and RStudio 1.3.1093 into a Windows Server 2016 running RDS Session Host role.

Installation was done in "Install" Mode of RDS

I tried to reset the state, uninstall and install multiple times but it doesn't work.

A clean installation into a standalone Windows Server works just fine.

Rgui, Rterm initiates without any issue.

Do you have any troubleshooting advice or suggestion I can try to make it work?
