Has Posit Pubic Package Manager discontinued serving binaries for Focal? I'm no longer seeing it on the list of selectable distributions and I'm relatively sure it used to be.

We have removed it from the drop-down as Focal is no longer a supported platform as noted in Platform Support – Posit Docs. You can still use the binaries which will be updated I believe still for a few months.
If you need to continue to use Focal for awhile, you could use the manylinux preview binaries, which should work with Ubuntu 18+. We don't have documentation up on this quite yet, but you can read about them at Introducing Portable Linux R Binary Packages - Posit
