Trouble installing R and RStudio on HP Chromebook

I downloaded the RStudio Desktop Ubuntu/Debian
I go to files and try to install the file from my Linux folder
and I get the following error message that states The following packages have unmet dependencies:
rstudio: Depends : libclang-dev gut it is not installable
Depends: libpq5 but is not installable
Recommends:r-base (>=3.0.1) but it is not going to be installed
When I go to my terminal and try to install those programs I get the following error dependencies

I have tried at least 10 different people locally and NO ONE can figure out why this does not work.
Can you?
