Rstudio startup time takes longer and memory used increased after upgrading to Windows Server 2019

We recently upgraded our Rstudio host from Windows NT to Windows 2019. After that upgrade, Rstudio takes at least a minute to startup and during startup consumes 3 GB of memory. Once started, I can run garbage collection and the memory drops to 300 MB.

  1. Windows Defender is turned off.
  2. McAfee agent was disabled, no difference in startup time or memory consumption.
  3. Uninstalled Rstudio, re-installed, no difference in startup time or memory consumption.

Any suggestions?
