RStudio on Windows fails using RSPM with TLS1.3

Hi,
it looks like the Windows version (2023.06.1) will have an TLS bug.
When I try to add an TLS1.3 only RSPM server I only get this error:

Opening the url in an web browser (Firefox or Chrome) on Windows will work.
I am using Windows 10.

Doing the same with RStudio on MacOS or Linux will works.
