RStudio IDE on the web

Is there a service that allows access to rstudio IDE on the web (perhaps hosted on a cloud service like AWS or Azure)?

Please do you know the best way to transfer datasets from my local Windows PC to the host OS in the cloud? Should I use winscp or putty?

First thing I would try is just the Upload button in the File dialog:
