RStudio IDE notification that a package is not installed when it is installed in .libPath() directory

I have some packages installed in a directory located in .libPaths() but RStudio tells me that the packages are required but not installed. I'm in RStudio as an administrator. Any ideas why this is appearing? I just re-installed R, RTools, and RStudio. Here's a screenshot verifying the above:
