Rstudio can't make or recognize quarto docs

I have the latest Rstudio 1.4.1717 and have R version 4.0.5
I have downloaded quarto 1.3.450-win

I have restarted computer, restarted Rstudio... can't get Rstudio to recognize a .qmd file (it just opens it like it is a text file). I can't get Rstudio to create a new .qmd file.

From training material I also would expect a "New Blank File" > "Quarto Doc..."

Instead I see no such choices...
