Rpubs external link fails to connect

In mc311waterWaterSomewhere, I placed a link to the introduction Drainage/Erosion Repair at { https://data.montgomerycountymd.gov/Government/Drainage-Erosion-Repair/3bzi-qh3p} . This results in an Rpubs window reporting connection refused. Right clicking the embedded link succeeds.

There is no problem directly opening the link from the knitted HTML. Is there a graceful way to avoid this in the Rpubs document?
