RGtk2.dll can't be found/loaded

Any idea, why the RQDA’ is not available for latest version of R

To clarify, it is not available on CRAN, but it is available on GitHub as you have been told on a previous post.
It is up to the author of the package to decide if they want to publish on CRAN, so the explanation is, because the author has not taken the time to make their package CRAN compliant and publish to CRAN.
