R studio wont start

Error Information: none, it just shows the loading symbol next to the cursor for a split second then nothing else

Description of issue -
When i click the short tcut or the exe in the Rstudio folder it simply doesn't open. No error message or anything it just does nothing.
Attempted steps taken to fix -
I have tried reinstalling R and R sudio twice, and tried resetting Rstudio's desktop state as per this article: https://support.posit.co/hc/en-us/articles/200534577-Resetting-RStudio-Desktop-s-State
although I'm unsure if i followed it correctly because it doesn't tell you how to do the things it says

Try opening a command window and running the RStudio .exe file there. If RStudio opens, the problem may be with the shortcut you are using. If it does not open, hopefully you will get an error message.
