R studio for Windows 7 will not run (entry point not found)

Hello,
I am an undergrad student in the beginning stages of my R journey. I am currently working on a Windows 7 Desktop. The system type is 64-bit Operating system and the processor is Intel(R) Core(TM) i7-4770 CPU @ 3.40GHz 3.40 GHz. I downloaded the R Version 4.3.1 for Windows. Set up R and I am able to open it. Now, here is my problem. I download R studio Version: 2023.06.0+421. The download is successful but whenever I try to open R studio I receive an error message that states, "The procedure entry point GetPackageFamilyName could not be located in the dynamic link library KERNEL32.dll." This is foreign to me as I have little experience with software like R. The same can be said for R studio. What does this error mean and what can I do to successfully open R studio on my desk top. Any help and advice is appreciated. Thank you.
