R studio could not connect to R

HI team,

We have 2 VM running on windows server 2022. And are on segmented network.

1 VM connects fine to R and Python/PyCharm but the other VM does not.
They are of exactly on the same network vLan and has same settings and specs.

Can you please advice on where we can check for fault to troubleshoot and resolve the issue.
