R Markdown and Quarto tab

Hi,
I would like to ask what to do to get Quarto tab in Options ?

I haven't got this tab.

My R version is 4.2.0 and RStudio 2022.11.0 Build 80 on windows 10 x64.

And my second question is:
how to force quarto to proceed in spite of errors and reveive this messages ?
