Quarto publishing and packrat.lock error

A user who's publishing Quarto documents reports a problem with their latest attempt to publish:

Validating packrat cache read / write permissions ----------------------------

Using packrat cache directory: /opt/rstudio-connect/mnt/packrat/4.3.0
Error in connect$backupPackratLock(PACKRAT_DIR) :
Unable to find packrat.lock in the project.
Execution halted
Build error: exit status 1

Any ideas on what might be going wrong? I think they have been able to publish in the recent past. Thanks!
