Problem starting RStudio on Windows: api-ma-crt-runtime-l1-1-0.dll is missing

I installed R, Rtools and Rstudio a week ago. I used them extensively for an edx course. Then I uninstalled some programs from my Windows PC.
Then, when I tried to open the Rstudio, I was met with this error.

"The program can't start because api-ma-crt-runtime-l1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem.

I reinstalled R, Rtools and rstudio but the problem persists.

Kindly help...
