Problem in Opening RStudio

I have a problem in opening Rstudio using my laptop Windows 8.1 Pro. I have R at version 4.0.3 and my RStudio version is the latest. Whenever I try to click on the RStudio it shows my [api-ms-win-crt-runtime-I1-1-0.dll] is missing. I have reinstalled my R and RStudio several times. How can I fix this? It wasn't a problem when I use other laptop with windows 10.

Please I need urgent help. My previous laptop is on the verge of death and I have to use this one for my academic research. Thanks in advance.
