problem in installing packages like dplr in rstudio

This seems a connectivity issue, is your internet connection behind a proxy server or firewall? That is usually the case when you are at work or school.

Do you have a proxy or something ?
Can you download a file from internet in your R Session ?

I am with @andresrcs on this one. This usually comes from a connectivity issue between R and the web from your environment.

A couple of things to try

Choose a different CRAN repository, preferably closer to your geographical location.
