Rtools is not a package, its a standalone program

Hi, @erinho you could enter the link. Then click the download R and choose one mirror. Next click the Download R for Windows(if your computer is). Then you will watch the Rtools download entrance, you could choose the version you need. And like @nirgrahamuk said, Rtools is not a package.
