The new version of RStudio Pro forces the console panel to the bottom.
Hitting apply here does not change the layout:

My company updated RStudio Workbench this morning and this issue is there as well.
I reported this as a bug via support about three weeks ago as I have licences for RStudio Desktop Pro and Workbench. They confirmed that they could reproduce it and it would be fixed in a future release. I checked out the latest Dailies for 2023.12.1 but the issue is still there. Hopefully they will fix it soon but its pretty annoying.
