lubridate tz/CCTZ errors on one windows 10 machine but not another?

The following code produces the errors shown on my laptop running windows 10, but runs fine on a desktop running windows 10 with identical R/lubridate set up. Any ideas what might be causing this?

Please ignore. I deleted and reinstalled lubridate package. And now it works on my laptop. No idea what was going on. Sorry to have wasted your time!
