License restriction on App Sharing

I'm the Admin of Posit Connect, and I can't select Anyone - no login required in the Sharing section of an application. How can I tell from the license status if this is a license restriction?

This is what I see in the App Sharing section:

SHARING

[DISABLED]  Anyone - no login required
Not available for interactive content.

I checked the config, and there are no restrictions set in the configuration file:

# sudo grep all /etc/rstudio-connect/rstudio-connect.gcfg
MostPermissiveAccessType = all
AdminMostPermissiveAccessType = all

How can I tell this is a license limitation when looking at the license status? This is what I see:

# sudo /opt/rstudio-connect/bin/license-manager status
