ICU init failed: U_FILE_ACCESS_ERROR for "lmeresampler"

I have tried restarting the program and I honestly have no idea how to get this to work. I am trying to use the lmeresampler and HDLdiag. I just keep getting this error:

library(lmeresampler)
Error: package or namespace load failed for ‘lmeresampler’ in inDL(x, as.logical(local), as.logical(now), ...):
ICU init failed: U_FILE_ACCESS_ERROR
library(HLMdiag)
Error: package or namespace load failed for ‘HLMdiag’ in inDL(x, as.logical(local), as.logical(now), ...):
ICU init failed: U_FILE_ACCESS_ERROR

Any ideas?
