I got the same problem using Rstudio under Windows 11.
The Files pane does not allow to switch to a parent folder of the Project Home one. The trick described by the linked post involves to add a junction link to another folder does not apply across a mapped Google Drive however. This infact inhibits to access documents across of different Rstudio projects if they are located on different cloud drives. You have to work on unsynchronized copies of the same document even if you have legitimate access to each, an inconvenience since you can access both from the View pane.
I believe you should be able to switch the root in the Files pane above the Project home. Thanks in advance.
