How to activate the debugger?

As I understand it, when an error occurs while RStudio is knitting an RMD file, I'm supposed to see something like this in the Render window:

But I don't get either of the options shown on the right. Instead, I get a backtrace and the tools in the Debug menu remain grayed out.

What am I missing?
