Having problems with installing Rtools

Hello, I am having difficulty installing rtools package. It keeps showing me this Warning in installing packages. I have reinstalled Rtools 2 times. I am very stuck and any help is welcomed.

This is what RStudio shows:

install.packages("Rtools")
Installing package into ‘C:/Users/Alex/AppData/Local/R/win-library/4.2’
(as ‘lib’ is unspecified)
Warning in install.packages :
package ‘Rtools’ is not available for this version of R

RTools is not a package, it is a separate piece of software. You can download it from the following site:
https://cran.r-project.org/bin/windows/Rtools/
