Getting errors when installing the tidyverse package in R4.4.1

I am getting the errors below when i try to install the tidyverse package, any help on this will be appreciated.

Can you open this URL from your browser? Are you behind a proxy?

At some point you'll need to install the appropriate version of Rtools, but that's not your problem just yet.
