Extracting Tables from PDF files

Hey everyone,
My first time posting here so pardon for any inconsistencies or "mistakes".
I'm trying to extract data from a very complicated pdf table. I tried my best with "tabulizer" and "pdftools" packages but after hours of trying I gave up and that's why I'm here.

How would you go about extracting data from this pdf page 48 table to a reasonable data.frame? Any ideas, observations, creativity is very much welcomed. Thank you for any kind of idea.

P.S. how can I share an exact page with you guys and not the whole file? I'm not allowed to attach file since I'm new here.

It might be best to contact the authors. The table isn't formatted very well for extraction.
