Error: The Posit Package Manager license does not allow customizing 'Manifest.URL'

Hi

I tried to do an offline activation for Package Manager.

Now, status is "Activated", but PM does not start:
Error: The Posit Package Manager license does not allow customizing 'Manifest.URL'

I had a working license before (expired), so from the configuration side, it should be everything correct.

I tried to deactivate and activate license:
Licensing - Posit Package Manager

Any idea?
