Downloading package HPOSim

I’m trying to download the package HPOSim on the current version of R - which is 4.2.1 but it shows it doesn’t exist for this version. So I downgraded and downloaded version 3.1.3 and it gives the following error message :

install.packages("HPOSim")
Error in install.packages : Line starting '<!DOCTYPE HTML PUBLI ...' is malformed!
How can I resolve this?
