I downloaded R CRAN and RSTudio from Posit. I didn't have to choose a mirror site near me for the download...Why? Did CRAN automatically chose for me the closest, geographically, ftp server for the download?

RStudio sets the default CRAN repository to "https://cloud.r-project.org" so you don't have to choose one every time unless you want to.
Not exactly but for practical purposes, yes, that is what is happening although not managed by CRAN. I already told you RStudio sets the default CRAN repository and that URL address points to a CDN ( Content Delivery Network) which serves the requested file from the nearest available server.
EDIT: I think I might have misinterpreted your question but even if you are talking about the installer download, the CDN explanation still holds.
