I wanted to try Copilot within RStudio Server IDE.
I downloaded your daily build RStudio 2023.09.0-daily+290 "Desert Sunflower" Daily (cbac4314c6ed2048c44609c56776af94746fa501, 2023-08-01) for Ubuntu Jammy

I installed it in singularity container on top of bioconductor/bioconductor_docker:devel following Bioconductor - Docker for Bioconductor, connected to RStudio Server, created a project, clicked to enable copilot and it told me that it was installed successfully. In the terminal I see "trying URL 'https://rstudio.org/links/github-copilot/1358e8e45ecedc53daf971924a0541ddf6224faf'
downloaded 2.7 MB".
Then I tried to autocomplete, TAB give no reaction besides "(i) Copilot: waiting for completions...". Global options show that the copilot box is checked, but also say "The GitHub Copilot agent is not currently running."
Of course it is enabled in my GitHub account (free 30 days) and one of my browser tabs shows my "Your Repositories" page on GitHub.
