Console output is in my native language but want English (Windows)

I am using RStudio on Windows. The GUI of RStudio is set to English. This works.
But the output in Console window is still German (the OS language).

I created a file C:/Users/user/.R/Rconsole with this content:

## Language for messages
language = en

But this had no effect.

I don't have permissions to edit the global Rconsole file.
