Compitable ‘Rtools’ for R version 3.6.2

I am trying to install ‘Rtools’ , but it gives me the bellow error message. I appreciate your help.
package ‘Rtools’ is not available (for R version 3.6.2)

Rtools is not a package, it's Windows software which can be downloaded from here:
https://cran.r-project.org/bin/windows/Rtools/
