Changing global options gives permission denied error.

I just installed RStudio Server 1.3 latest on Ubuntu server 18.04LTS.

Whenever I try to change any global options, I get a popup dialog that says Permission Denied. Changing the setting is actually applied, but resets the next time I logon. For example if I change to dark theme, I get the permission denied error, but the editor actually turns to dark theme. But the next time I logon, it's back to the default theme.

Is there some file permissions issue I can correct? I installed everything according to the official instructions.
