Change the default timezone of shinyapps.io to IST

All my logs and other processes are being calculated in some other time zone. I want to change it in the Indian time zone (IST)

All timestamps are UTC.
We are tracking a feature to allow users to set a timezone and I will bump the interest on it, but it is not currently scheduled work.

There is no progress to report.

It is a best practice to run servers and services in UTC. It helps avoid issues with daylight savings changes, among others.
