Can't Connect to Rstudio server

I have ubuntu VM on Oracle Cloud. I installed Rstudio server on it. by default http://my_public_ip:8787 should work from a browser. because I opened the port. but it's not working. seems like firewall is blocking that port. Now How can I unblock this port from Oracle cloud? someone please help me. Thanks in advance.
