Cannot Figure Out this error: "Error: unexpected symbol"

Good evening,
I am trying to figure out where my error is with my code (see attached .jpg). I researched other forums, but I still cannot resolve this issue. I began working with R only five months ago, and this is the first issue I have had working on this platform.

Are you missing a comma after ‘APACHE’ inside the TRUE statement?
