Basic Problem with New Install

I am not an expert in RStudio but manage the W10 Dell on which it is installed and I cannot get it to run. We have a new version of R and Rstudio installed, but when I start RStudio it does not come up. Reading the debug steps:

I hit control while it starts and it finds the default R 64-bit version.

A white window come up but no GUI interface. Seems it needs local host 127.0.0.1 to come up and it does in other applications. Not sure what the issue is here... firewall?
