Animated Meshed Scatterplot in R

Hi All,

I am quite new to custom visualisations in R, especially anything advanced such as animated.

However, I wondered if someone could help direct me towards R libraries and examples of how such a plot below would be created in static representation, and maybe also perhaps as an iterative represention?

The following plot is taken from a data science blog, and unploaded as a static version. The animated version is given by the following link: Self-Organizing Maps Tutorial – Algobeans.

All help would be appreciated.
