Actions on Ubuntu cannot set up R 4.0.4

I had three github actions fail to install R 4.0.4 on Ubuntu 16 and 18, ironically the error is 403:

Link 1: Ubuntu 16
Link 2: Ubuntu 18
Link 3: Ubuntu 18

Did someone experience the same? Previously they could install R correctly

Having the same issue with Ubuntu 20.04 log

R 4.0.4 should now be available from those locations, so this should now be fixed.
