Try install.packages("RcmdrPlugin.FactoMineR")

Try, first, a fresh installation install.packages("FactoMineR") which should install the plugin as a dependency. You can install the plugin separately install.packages("RcmdrPlugin.FactoMineR") but it shouldn't be necessary. (I just did it on Mojave)
