Yes, you would be better off using popup. The popup vs label controversy in leaflet is a major mess.

Displaying an clickable link is a pretty common use case; you might find an inspiration in this earlier post:

Opening links in new window is not a leaflet thing, but a HTML thing - you need to specify target=\"_blank\" in an anchor tag used in your popup argument. I am sorry I don't quite follow the way your url is constructed and used (I can't see the <a> tag anywhere in your code) so excuse me when I use my own example. Note that you will get away with a less complex construction of the anchor tag than in the linked example, but an anchor tag there must be.
